Princeton Satellite Systems, Inc. is an approved General Services Administration (GSA) Professional Engineering Services Contractor (Contract Number: GS-23F-0134R). Our GSA Federal Supply Schedule Contract for Professional Engineering Services (PES) consists of a 5 year base period commencing on March 15, 2005. This means that we have demonstrated a high professional standard in the industry and are pre-approved to do business with the Goverment. PSS has been delivering consulting and research services to the commercial and government sectors for more than 12 years now. Our consulting customers have included Hughes Space and Communications, Lockheed Martin Missiles and Space, Continuum Dynamics and CTA Space Systems (now part of Orbital Sciences Corporation.) Services include spacecraft launch and operations support, attitude control system design, and control system simulation and verification. More information about PSS can be found here.
GSA established the PES Schedule in 1999 to provide a contract vehicle for all Government agencies to obtain professional engineering services from qualified and experienced contractors in an efficient, streamlined, and cost effective manner. Work will be performed by PSS under individual task orders issued by various Government agencies. This contract mechanism offers Government Contracting Agents and Program Managers many advantages that save time and money such as:

Services Offered
Under the PES contract, PSS offers a broad range of services in Electrical Engineering and Mechanical Engineering (Aerospace Engineering) covering the Special Item Numbers (SIN's) 871-2, 871-3, 871-4. In brief these are:
- SIN (871-2): Concept Development and Requirement Analysis
This involves abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission or activity. This includes requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, training, privatization and outsourcing.
- SIN (871-3) : System Design, Engineering and Integration
This involves the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis/mitigation, traceability, and then integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to computer-aided design, design studies and analysis, high level detailed specification preparation, configuration management and document control, fabrication, assembly and simulation, modeling, training, privatization and outsourcing.
- SIN (871-4): Test and Evaluation
This involves the application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design. Typical associated tasks include, but are not limited testing of a prototype and first article(s) testing, environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system safety, quality assurance, physical testing of the product or system, training, privatization and outsourcing.

- Senior Technical Staff (STS)
Senior technical staff has at least 5 years of applicable experience, which may include an advanced degree (Masters - equivalent of 1 year, Engineers - equivalent of 3 years or Ph.D. - equivalent of 4 years.) Senior Technical Staff have the ability to work independently and manage a project from conception to completion. STS also supervise other staff members including both Senior Technical Staff and Technical Staff. Senior Technical Staff have experience in more than one discipline including, at the very least, feedback control and software development. An STS member has substantial systems engineering experience even though he or she may be not a systems engineer. Senior Technical Staff have written proposals and managed government contracts.
- Technical Staff (TS)
Technical staff has at least 2 years of applicable experience, which may include an advanced degree, which is usually a Master's but may include courses taken outside of a degree program. A Technical Staff member can work independently but generally needs some level of supervision. A Technical Staff member has expertise in one area and a strong background in another. All Technical Staff have worked on government contracts and have had responsibility for one or more deliverables.
Ordering Procedure
The PES contract is an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Schedule contract that provides for task orders to be placed as fixed-price (FP) or time and material (T&M) using the labor categories and price rate defined in the contract. Order type is at the discretion of the ordering agency. There is no contract ceiling or maximum task order size for the contract. The estimated number of hours, the labor categories to be provided, and any related items such as travel are detailed on the resultant task order.
- Determine suitability of use of PSS for Engineering services.
- Prepare a Statement of Work which outlines the work to be performed including any special requirments.
- Send task order directly to PSS.
All task order reporting requirements and remission of fees to GSA are the responsibility of PSS.
